To go to #tokyo3, download mIRC from www.mirc.com and pick a nick for yourself.  (Don't make it something that others might have already chosen such as "Shinji" or "Asuka" because those are already taken).  After connecting join the room #tokyo3...people are usually in there (weekends especially) nightly, eastern US time, I'm in there often saturday mornings after 8 AM (once again US Eastern time) and anytime after 2:30 PM US Eastern time.
